On February 2-3, 2016 IEEE NW Russia Young Researchers in Electrical and Electronic Engineering Conference (2016 ElConRusNW) was organized by St. Petersburg Electrotechnical University "LETI" together with Russian Northwest section IEEE. Presentation of results of researches and development of young scientists in the international format and an exchange of ideas and results among associates of researchers and engineers was the main objective of the event.
While opening the conference, the chairman of Russian Northwest section IEEE Sergey O. Shaposhnikov noted the increased interest to this conference, and also an important role of IEEE in preparation and professional development of engineering shots.
On behalf of the administration of the university rector of "LETI" Vladimir M. Kutuzov delivered welcome speech to conferees. He emphasized that our university has long traditions of development of researches of international level and support of young scientists and engineers interested in scientific work.
The plenary report given by professor Grigory S. Sokolovsky was devoted to review of the latest researches and results in the field of the theory and practical use of semiconductor lasers.
This year more than 490 students, graduate students, teachers and researchers from 49 higher education institutions and 3 industrial companies became authors of 208 reports presented on the conference. 90 works were prepared by young scientists of LETI.

The performances made at section meetings of the conference covered a wide range of questions in the field of micro and a nanoelectronics, information scientists, computer facilities, communications, biomedical engineering, electrical equipment, automatic equipment and industrial management
It is important to note that all presentations, performances and discussions of reports were conducted in English that was good practice of public statements in the international format for young researchers. Scientific articles prepared by authors of reports will be transferred for inclusion in a collection of electronic library IEEE Xplore.
We thank all conferees for interesting reports and active participation in conference work. A special thanks to volunteers of IEEE –students of our university.
